UNSC votes for emergency UNGA session on Russia’s invasion of Ukraine, India abstains from voting

The United Nations Security Council on February 27, 2022 voted in favor of holding an emergency special session of the 193-member United Nations General Assembly on Russia’s invasion of Ukraine. The emergency United Nations General Assembly session will be held today.

Abdullah Shahid, President of the 76th session of the United Nations General Assembly, will preside over the session. The resolution to convene a General Assembly session was adopted with 11 voting in favour, Russia voting against and India, China and the United Arab Emirates voting abstaining.

The request to hold an emergency UNGA comes after Russia vetoed a US-led draft Security Council resolution on Russia on February 25, 2022.

Why did Russia not veto the proposal to hold an emergency UNGA session?

Russia could not veto the decision to hold an emergency UNGA session as the request was procedural. None of the five permanent members of the UN Security Council could exercise their veto. The resolution needed only nine votes to pass and it received a total of 11 votes.

What is the ‘United for Peace’ resolution?

The United Nations General Assembly has held 10 emergency special sessions since 1950 under Resolution 377A(V), ‘Uniting for Peace’. According to the proposal, an emergency special session can be called within 24 hours.

Resolution 377A(v) gives the UN General Assembly the power to take up matters of international peace and security when the Security Council is unable to act due to a lack of unanimity among its five veto-holding permanent members.

11th Emergency UNGA Session

  • The United Nations General Assembly is expected to vote on a resolution similar to that taken by the Security Council on 25 Februaryth,
  • UNGA resolutions are non-binding but have political significance as they express a desire for wider membership of the United Nations.
  • US Ambassador to the United Nations, Linda Thomas-Greenfield, said, “By calling an emergency special session of the General Assembly, we recognize that this is no ordinary moment and we need to take extraordinary steps to address this threat to our international system.” Needs to be picked up.”
  • The United States is one of the countries that requested the meeting.
