What is the Him Prahari scheme and Why has it been launched by Uttarakhand Govt? – All You Need to Know

Snow Sentinel Scheme: Uttarakhand Chief Minister Pushkar Singh Dhami met Union Home Minister Amit Shah in Parliament on April 5, 2022 and sought the Centre’s cooperation in the smooth implementation of the Him Prahari scheme in the areas bordering the state.

The objective of the Him Prahari Yojana is to stop the exodus of people from the state. This is for ex-servicemen and youth.

The plan will focus on areas where migration happens at a rapid pace to ensure that people do not move out. Under the scheme, the state government will give priority to the ex-servicemen to settle in the areas bordering the state.

What is Snow Prahari Scheme?

The objective of the Him Prahari scheme is to prevent migration from the hill state. The scheme was announced by the BJP Uttarakhand unit in its 2022 election manifesto.

Snow Prahari Scheme: Key Features

  • Him Prahari scheme is for ex-servicemen and youth.
  • Its purpose is to stop the exodus of people from the state.
  • The scheme will focus on areas where migration is rapid so that people stay in and move out of the state.
  • Under the scheme, the state will give priority to resettlement of ex-servicemen in areas bordering the state.
  • The state government will provide all necessary assistance to the ex-servicemen and youth of the state to settle in the districts sharing international borders keeping in view the long term national interest.

Why has it been launched by the Government of Uttarakhand?

The Uttarakhand government aims to launch the Him Prahari scheme to prevent migration from villages in Udhamsinghnagar’s international border districts like Chamoli, Uttarkashi, Pithoragarh, Champawat and Khatima.

The state governments are planning to enlist the help of state police, Sashastra Seema Bal (SSB) and Indo-Tibetan Border Police (ITBP) for relief and rescue operations in case of a calamity to prevent migration from villages.

The state government has proposed the formation of border guard teams or snow watchdog teams.

It has also proposed to give incentive allowance to the persons involved in the said team. The state is expected to spend around Rs 5 crore 45 lakh for this.

The state government has requested the Centre’s cooperation for smooth implementation of the scheme in the state and has urged for sanctioning a budget of Rs 20 to 25 crore per year to make the Uttarakhand State Police more effective and modern.

Uttarakhand CM Dhami has also requested Rs 25 crore for the Nirbhaya Fund by the state government for relief and rehabilitation of crime victims.
